<p>Last week, the U.S. Department of Justice unsealed an indictment of the former Cuban president Raul Castro on charges that include the destruction of a civil aircraft in violation of 18 U.S.C. section 32. The incident underlying that charge involved the 1996 shootdown by Cuban fighter jets of two
