Back Ecofinagency Angola Builds Cybersecurity Framework but Faces Operational Capacity Challenges
Angola has strengthened its cybersecurity framework through new regulations, national strategies and dedicated institutions, but still lacks sufficient technical and operational capabilities.
The country created the National Cybersecurity Council and National Cybersecurity Centre in December 2025 to improve prevention, monitoring and incident response.
Regional exercises such as SADC CyberDrill 2026 are testing Angola’s ability to coordinate responses to cyberattacks and strengthen cooperation with neighbouring countries.
Angolan Minister of Information and Communication Technologies Mário Oliveira said on Monday, October 5, during the opening of SADC CyberDrill 2026, that adopting laws and strategies and creating institutions represented only part of the work needed to build national cybersecurity resilience.
“Having laws, strategies and institutions is only one part of the process,” Oliveira said, highlighting the need to develop operational capabilities that can address growing cyber threats.
Angola’s cybersecurity performance reflects this gap. The country scored 1.78 out of 20 for technical measures, 5.8 out of 20 for organisational measures and 2.91 out of 20 for capacity development, according to three of the five main components of the Global Cybersecurity Index.
In December 2025, Luanda adopted its National Cybersecurity Strategy, which aims to strengthen the protection of critical infrastructure, improve cooperation between stakeholders and expand national incident-response capabilities.
During the same month, the government created the National Cybersecurity Council and the National Cybersecurity Centre.
The centre will oversee cybersecurity prevention, monitoring and incident-response activities. Its creation marks an important shift from a mainly regulatory approach toward a system designed to coordinate responses when cyberattacks occur.
In August 2026, the Angolan Institute of Communications said the centre could become operational before the end of the year.
Angola is also using regional partnerships to improve its cybersecurity capabilities.
The SADC CyberDrill 2026, organised in Luanda with AfricaCERT and the Southern African Development Community (SADC), is testing teams and experts responsible for responding to cybersecurity incidents.
The exercise aims to promote knowledge sharing and improve regional coordination. It focuses less on verifying the existence of institutions and more on assessing their ability to cooperate when a cyberattack occurs.
This approach follows recommendations from the World Bank’s work on “digital trust” published in June 2026. The institution distinguishes between regulatory foundations, institutional capacity and resilience against cyber incidents.
The World Bank said countries must strengthen Computer Security Incident Response Teams (CSIRTs) and specialised agencies while also establishing response mechanisms and financing systems before incidents happen.
At the regional level, the SADC digital transformation strategy plans to evaluate cybersecurity capabilities through operational indicators, including average detection, containment and resolution times for cyber incidents.
For Angola, the phase will therefore depend on transforming its newly established cybersecurity institutions into operational bodies capable of responding quickly and effectively to threats. The strategy also seeks to improve coordination between national response teams and develop stronger regional cooperation mechanisms.
