Back Ibm The enterprise roadmap to sovereignty and virtualization modernization with IBM Cloud
Organizations globally are increasingly moving from AI experimentation to production, but this shift brings new challenges. As AI models scale, critical concerns such as data provenance, model governance and regulatory compliance are coming into sharper focus. Leaders face increasing pressure to demonstrate where data resides, how systems behave and who ultimately has authority over critical workloads. Most platforms struggle to provide consistent, auditable answers to these requirements, creating a gap between policy and operational reality.
Layered onto this challenge is another concern: modernizing decades of accumulated complexity to compete in today’s AI-powered era. This challenge is evident in virtualization estates that have evolved over decades and now underpin some of the most mission-critical applications in an organization. While these environments remain foundational to business operations, they are stretched beyond their original design parameters, increasing demands for greater scalability, agility, performance, resilience and cost efficiency.
The dual pressure of scaling AI responsibly and modernizing legacy environments requires organizations to rethink their infrastructure choices more strategically than ever before. IBM Cloud® is natively designed to help organizations address both challenges with confidence.

Practical sovereignty for AI
As AI adoption accelerates, sovereignty has become a critical necessity that extends beyond data residency to include control over information, infrastructure, operations and freedom to use technology that supports long-term choice.
The industry often views sovereignty in three layers: data sovereignty, operational sovereignty and technology sovereignty. Jurisdictional requirements such as local ownership, local supply chains and in-country operational control shape how each layer is implemented.
Data sovereignty focuses on maintaining control of information and encryption keys.
Operational sovereignty clarifies who runs the environment, where support comes from and how requirements are met through local partners, in-country operations and supply chain controls.
Technology sovereignty gives organizations platform-level control. It allows them to trust that their workloads will continue to run as expected and gives them the freedom to migrate as needed without depending on a single provider.
At IBM Cloud, we view sovereignty not as an isolated product or a checkbox but as a strategic posture built on a hybrid model that draws strength from both sovereign and global infrastructures. Our approach to sovereignty is anchored around four foundational pillars:
Provability : Document compliance, not just claim it. IBM Cloud introduced IBM Cloud Sovereignty Risk Profile , a new tool designed to provide enterprises with the visibility, evidence and operational control needed to demonstrate compliance as AI adoption and regulatory scrutiny grow.
Protection : Retain exclusive control over data through encryption. With IBM’s Keep Your Own Key (KYOK) technology and FIPS 140-3 Level 4 key protection, clients hold the only copies of their encryption keys. This key protection model prevents anyone else, including IBM, from decrypting their data and helps preserve privacy while strengthening trust, security and data sovereignty.
Portability : Avoid lock‑in and maintain freedom of movement. IBM Cloud is built on open technologies , including Red Hat® OpenShift® , Kubernetes and open APIs, enabling consistent operations across hybrid and multicloud architectures while helping organizations avoid vendor lock-in.
Privacy : Choose where and how workloads run. With flexible deployment and operational models, IBM Cloud helps organizations ensure data and authority remain where they need to be to meet sovereignty and privacy requirements.
Sovereign deployment models
We understand that one size doesn’t fit all. IBM provides a range of deployment models that support sovereignty in different ways. These models support data sovereignty through client-controlled encryption and residency, operational sovereignty through regional oversight and local support and technology sovereignty through open platforms that allow workloads to move when needed. Jurisdictional sovereignty represents the most stringent form of technical sovereignty, extending portability to environments that are isolated and have no external control-plane dependencies.
IBM Cloud public multizone regions (MZRs) help organizations keep data close by storing and processing it within the selected geography. Data sovereignty also depends on who controls the encryption keys. If a provider can access those keys, a foreign government can legally compel the cloud provider to decrypt customer data. With IBM Cloud KYOK, only the client controls their keys, preventing IBM or any third party from decrypting data.
For organizations that require greater control, IBM Cloud offers alternative deployment options. Dedicated MZRs and single-campus MZRs can be delivered in partnership with regional system integrators and MSPs. This deployment model enables full-stack IaaS and PaaS environments with operations contained within a specific region or metropolitan area.
In contrast, IBM Cloud Satellite enables PaaS services to run on client-owned infrastructure within the client’s data center or colocation facility, allowing clients to retain physical control of the underlying infrastructure.
In Europe, our EU support model provides operational oversight and assistance through teams based in the EU. This support model strengthens operational sovereignty by ensuring that support and operational control retain regional accountability.
Our multizone region (MZR) footprint continues to expand, providing clients with local access, low latency and third-party-certified security. For example, in Europe, our Frankfurt MZR serves as an SAP Cloud ERP Private data center, addressing the operational sovereignty and data residency requirements of RISE with SAP on IBM Power Virtual Server.
Our MZR in Montreal has paved the way for supporting enterprises in the regulated industries in Canada. These examples show how deployment choices support both data and operational sovereignty in real-world environments.
Our new MZRs in Chennai and Mumbai enable regulated enterprises to scale AI workloads while maintaining strict control over data residency, operational governance and workload portability. These capabilities help clients strengthen their sovereignty posture.
These deployments support interoperability across on-premises environments and multiple cloud platforms, helping organizations maintain flexibility while meeting regulatory and business requirements.
IBM Cloud complies with global and regional compliance frameworks such as C5, GDPR, DORA, NIS2, EUCS, the EU AI Act, ISMAP and MeitY, helping organizations navigate evolving regulations with greater confidence and consistency. Our confidential computing capabilities have taken a major step forward as well. With Intel Trust Domain Extensions (Intel TDX) in Frankfurt, EU customers can run sensitive workloads with hardware-based isolation, protecting data even while it is in use.
With IBM, organizations have a clear path to demonstrate sovereignty without sacrificing resilience, transparency or choice.
A low-risk path to a modern hybrid environment
Rising virtualization licensing costs, shifting vendor business models and increasing operational complexity are pushing organizations to reevaluate their legacy virtualization strategies. Enterprises seek a predictable, future-ready virtualization platform that supports modernization without requiring immediate application refactoring or large-scale transformation efforts.
