Training program launched following National Cybersecurity Exercise 2025

The 2025 National Cybersecurity Exercise Program, an annual activity of the National Cybersecurity Steering Committee, was organized by the Ministry of Public Security under the direction of the Cybersecurity and High-Tech Crime Prevention and Control Department - A05, in coordination with the National Cybersecurity Association - NCA, on December 19th in Hanoi.

Besides the cybersecurity drill on a simulated system of a state-owned logistics enterprise, which involved 9 teams of officers and soldiers from the Cyber ​​Security and High-Tech Crime Prevention Department (PA05) of the police forces of 34 provinces and cities nationwide, another important part of the program was also implemented. This included a seminar to disseminate information on the current cybersecurity situation and update on new policies in the cybersecurity field.

According to A05 experts, cyberattacks in Vietnam have continued to be complex and unpredictable, directly targeting critical information systems in key sectors of the country such as finance, healthcare , energy, and communications.

Cyberattack groups have employed numerous new methods and tactics, thoroughly exploiting the achievements of modern science and technology to increase the frequency, rhythm, amplitude, and intensity of attacks, making them more sophisticated, automated, and increasingly dangerous.

In light of this situation, and deeply understanding the spirit of Resolution No. 57 dated December 22, 2024, of the Politburo, the Ministry of Public Security has identified 2025 as a pivotal year of significant importance for the comprehensive and profound national digital transformation, creating conditions for Vietnam to make breakthroughs and move forward steadily in the following years.

As the specialized force for cybersecurity under the Ministry of Public Security, Department A05 has advised on the completion of the legal framework, standards, and regulations on cybersecurity, notably the development and submission to the National Assembly of the amended Cybersecurity Law in 2025, the compilation of the National Standard TCVN 14423:2025 Cybersecurity - Requirements for Critical Information Systems, and the set of criteria for ensuring cybersecurity for cloud computing platforms serving e-Government/e-Administration... aiming to create a humane, open, convenient, secure, and sustainable development environment.

At the seminar, in addition to being provided with information on the security situation in Vietnam and around the world, leaders of PA05 from the police forces of 34 provinces and cities, and units responsible for ensuring cybersecurity in ministries and agencies, were also updated on new points in the amended Cybersecurity Law of 2025, introduced to the Cybersecurity Architecture Framework, the National Standard TCVN 14423:2025 Cybersecurity - Requirements for Critical Information Systems, and guidance on the model for deploying local Cybersecurity Centers.

A new feature of the 2025 National Cybersecurity Exercise is the A05's launch of a continuous training program after the exercise, aiming to further enhance the capabilities and promote the specialized role of officers and soldiers in ensuring cybersecurity at local police forces, thereby forming a national coordinated defense system that is robust and synchronized.

Specifically, officers and soldiers of PA05 in the police forces of 34 provinces and cities will be trained in cybersecurity skills in a practical, systematic, and unified training environment, with simulated attack and intrusion scenarios that will be continuously updated and closely aligned with reality. This will help local police forces develop a team of specialized officers and soldiers with high-quality professional skills and expertise, meeting international standards.
