The Office for Budget Responsibility (OBR) has enlisted former NCSC chief Ciaran Martin to investigate the premature release of its November 2025 Economic and Fiscal Outlook document. The document was uploaded to a publicly accessible server approximately 40 minutes before the Chancellor's announcement, allowing journalists to access it despite it not being linked on the OBR website.
