Florida Senator Rick Scott introduced the Strengthening Cyber Resilience Against State-Threats Act to bolster U.S. cybersecurity against threats from Chinese state-sponsored actors, particularly the group Volt Typhoon. This legislation aims to create an interagency task force led by CISA to monitor and respond to cyber threats targeting critical infrastructure such as energy, water, and transportation systems. The bill follows a 2024 warning from U.S. intelligence that Volt Typhoon had infiltrated multiple critical sectors and remained undetected for years. The House version of the bill, sponsored by Rep. Andy Ogles, passed with a 402-8 bipartisan majority in November 2025. The task force will facilitate communication among federal agencies and provide threat assessments to Congress.
