Cambodia freezes over $300 million in crackdown on online fraud.

Vietnam.Vn • September 2, 2026

CCOS stated that the frozen assets were linked to online fraud networks, while procedures to freeze and value other assets are still underway.

Cambodia is stepping up its crackdown on online fraud, freezing over $300 million in bank accounts linked to criminal activity and referring 446 cases involving 3,927 suspects to the courts.

According to a report from the Secretariat of the Cambodian Special Committee on Combating Online Fraud (CCOS), cited by a TTXVN correspondent in Phnom Penh, these figures record the results of law enforcement activities from July 2025 to August 31st of this year, within the framework of a national campaign to combat technology-based fraud and online scams in Cambodia.

The Cambodian Special Committee on Combating Online Fraud stated that the frozen assets are linked to online fraud networks, while procedures for freezing and valuing other assets are still underway.

Among the cases referred to the courts were individuals of 29 different nationalities, including both ringleaders and accomplices. Authorities also handled four cases involving 15 officials accused of involvement in online fraud.

According to the report, specialized law enforcement agencies, acting under government directives, inspected 832 suspected locations and conducted crackdown operations at 663 of them. Of these, Cambodian authorities shut down and controlled 86 large-scale fraud operations. Authorities are currently undertaking legal procedures to confiscate these facilities in accordance with the law.

In a related development, the Cambodian Ministry of Interior recently issued a warning that cybercriminals in the country are using forged government documents to spread the SparkRAT malware. SparkRAT is a remote access Trojan that allows criminals to control infected devices, steal data, and collect passwords.

The Cambodian Directorate of Digital Technology and Communications stated that its technical teams have detected attacks targeting individuals and employees at both public and private agencies. The attackers send phishing emails containing malicious attachments disguised as government documents related to health , real estate, and official announcements.

Analysis results from the Acronis Threat Research Unit, published on August 26, confirmed a hacking campaign targeting organizations in Cambodia.

Experts discovered malicious files disguised as public health notices, real estate documents, and dental records between late June and early August, but have not yet been able to fully determine the scope of the campaign or the identities of those behind it.

Meanwhile, Microsoft Security Intelligence reports that SparkRAT runs on devices running Windows, Linux, and macOS. Once installed, this malware can execute commands, manage files, collect system data, take screenshots, and download other malware.

SparkRAT's source code is publicly available, allowing users to modify and deploy it. This malware has been involved in cyberattacks in at least 10 countries.

Authorities advise users to be cautious with unusual emails and attachments, verify the sender before opening files, and disconnect from the internet and seek professional help if they suspect their device is infected with malware.
