Microsoft等によるサイバー犯罪を支えるエコシステムの無力化に協力 / Cooperating with Microsoft and Partners to Disrupt the Cybercrime Ecosystem

Cooperating with Microsoft and Partners to Disrupt the Cybercrime Ecosystem

The Japan Cybercrime Control Center (JC3) works with its member organizations to collect and analyze information on phishing campaigns targeting Japan, including the methods used to lure victims, the types of information stolen, and how such information is abused, in order to develop effective countermeasures.

According to statistics published by Japan's National Police Agency, losses from unauthorized money transfers on the internet banking amounted to JPY 8.73 billion in 2023, JPY 8.69 billion in 2024, and JPY 10.4 billion in 2025. One of the factors behind the sharp increase in corporate losses in 2025 was the significant rise in voice phishing incidents.

Recently, with an order from the U.S. District Court for the Southern District of Florida, Microsoft and Health-ISAC, a global non-profit that helps health sector organizations cyber threat information and collaborate to improve operational resilience, seized the infrastructure powering YAM Store, CoGUI, and Iron Man that were components of the criminal marketplace supporting phishing activities. In addition to seizing key infrastructure, Microsoft has already disabled more than 20,000 accounts associated with YAM Store and continues to dismantle the operation by removing infrastructure hosted on its services and blocking more than 100,000 domains used for impersonation and fraud

Since January 2026, YAM Store, CoGUI, and Iron Man have collectively enabled more than one billion malicious messages worldwide. Their messages have been used to target consumers, healthcare organizations, financial institutions, and other businesses in more than 150 countries, including Japan, generating tens of millions of dollars for their operations.

Working closely with the National Police Agency of Japan and its member companies, JC3 supported these efforts by providing Microsoft with information on the impact of phishing in Japan, as well as relevant operational intelligence. Through this collaboration, JC3 contributed to efforts to better understand and disrupt the ecosystem that supports cybercrime, including phishing and credential theft.

Advancing Efforts to Combat Cybercrime

This collaboration demonstrates how investigations into cybercrime targeting Japan can contribute to uncovering and disrupting global criminal ecosystems affecting more than 150 countries. It serves as a clear example of the vital role that both public-private partnerships and international cooperation play in combating cybercrime.

JC3 remains committed to reducing cybercrime through continued collaboration among government, industry, and academia, as well as through strengthened partnerships with international organizations and private-sector stakeholders around the world.
