Eligible ranks/grades include: Noncommissioned Officers (Sergeant to Master Sergeant); Warrant Officers (Warrant Officer 1 to Chief Warrant Officer 3); and Commissioned Officers (First Lieutenant to Major); and Civilians (GS/GG-09 to GS/GG-13).
