Cyber resilience is a shared responsibility. Governments, businesses, and communities all play a role in protecting personal information and the systems Canadians rely on every day.

As announced in Canada's National Cyber Security Strategy (NCSS) , the Government of Canada has established the Canadian Cyber Defence Collective. The collective brings together public and private sector partners to advance Canada's cyber resilience on national-level cyber security challenges, policy priorities, and defence efforts.

There are two forums:

The Canadian Cyber Defence Collective Strategic Forum, which is co-chaired by Public Safety Canada (PS) and the Communications Security Establishment Canada (CSE)

The Canadian Cyber Defence Collective Operations, which is chaired by the Canadian Centre for Cyber Security (Cyber Centre)

The Canadian Cyber Defence Collective Strategic Forum

The Canadian Cyber Defence Strategic Forum (CCDC-SF) convenes government and industry expertise to foster strategic dialogue on shared cyber security challenges and advance policy solutions that strengthen Canada's cyber resilience. By bringing together intelligence, insights and expertise from government and industry, the CCDC-SF helps strengthen Canada's ability to anticipate, prepare for and respond to cyber threats.

Strengthens collaboration and information sharing between the federal, provincial and territorial governments, municipalities, Indigenous organizations, private industry, and academia

Supports joint response between public and private partners on national cyber security priorities

Contributes to the 2025 National Cyber Security Strategy's Action Plans

To advance and strengthen Canada's cyber resilience through direct public-private responses to address national-level cyber security challenges, policy priorities and operational issues.

The forum is co-chaired by the Deputy Minister of Public Safety Canada and the Chief of the Communications Security Establishment Canada.

An advisory council is made up of industry leaders and experts who work closely with the Government of Canada to support national priorities.

Advisory council members are appointed for a term of three years, with the possibility of renewal at the discretion of the forum co-chairs. They accept their appointment on a voluntary basis and are not paid for services provided.

The current members of the advisory council are:

Canadian National (CN) Railway

Canadian Security Intelligence Service

Government of Nova Scotia

Government of Ontario

The advisory council meets at least twice a year. Meetings are held in camera and may include discussions involving classified information.
