The Estonian Internal Security Service has determined that the arson attack on the Milrem Robotics defense facility in Tallinn on the night of August 15 was an act of sabotage ordered by Russian intelligence services, Estonian Prime Minister Kristen Michal announced on September 29.
The Estonian Foreign Ministry will summon Russia's chargé d'affaires on September 29.
Estonian Foreign Minister Margus Tsahkna described the act of sabotage as part of a broader Russian campaign across Europe designed to intimidate allies and weaken support for Ukraine.
A fire broke out overnight on August 15 at a facility in Tallinn used by Milrem Robotics , a defense company that manufactures drones and supplies them to Ukraine.
The company stated that the fire did not disrupt its supply chains. Latvian security services subsequently detained three suspects – all Latvian citizens – in connection with the arson.

A Romanian fighter jet shot down a drone over Estonia on May 19 that was likely heading toward targets within Russia, marking the first time an unmanned aerial vehicle has been destroyed in Estonian territory.
Kyiv subsequently confirmed the aircraft was a Ukrainian drone that Russian forces had likely redirected into Estonia using electronic warfare measures. The Ukrainian Foreign Ministry officially apologized to Tallinn for the unintended incident.
