The paste failure resurfaced in Excel 2016 after an October security update. Microsoft has released another build to address the issue.
The bug first appeared in the September update and affected multiple Excel versions. Users could copy content, but pasting it left the destination cell unchanged. Microsoft fixed the issue in mid-September, but it returned in Excel 2016 after users installed October’s security update.

Microsoft has released build 16.0.5574.1006 of Excel 2016 to address the recurrence. The company said:
The new build includes all security updates for Microsoft Excel 2016, and also fixes the issue that was reintroduced in 16.0.5574.1005, in which paste operations might fail if the workbook contains conditional formatting. – Microsoft

Users reported the bug’s return in October after installing the KB5002934 update. Rolling back the update resolved the problem until Windows Update installed the patch again. KB5002934 is a security update that addresses issues including remote code execution and information disclosure vulnerabilities.
The issue affects only Excel 2016 and was not caused by the latest Windows security update. It was reintroduced in an Excel update delivered through Windows Update. A user on a Microsoft Excel forum said the problem had appeared on workstations across their organization:
What’s frustrating is that this is the same issue we encountered before, which was supposedly fixed in a update. Now it’s back, barely a few weeks later. – A user in a Microsoft Excel forum

Microsoft did not explain how the bug returned. The new build appears to fix the issue again.
