The explosion of the Internet, artificial intelligence (AI), and digital services has brought many benefits to people and businesses, but at the same time, it has opened the door for criminals to exploit. Currently, cybercrime tactics are no longer simply isolated malware attacks, but have evolved into organized, professional, cross-border scams.

Colonel Nguyen Ngoc Thanh, Head of the Cyber ​​Security and Cybercrime Prevention Department of the Quang Ngai Provincial Police, stated: “Cybercriminals today operate with extremely sophisticated methods and tactics. They not only target inexperienced individuals but also focus on attacking the information systems of key state agencies and businesses. This places immense pressure on cybersecurity efforts in the locality. In particular, the emergence of Deepfake technology – which allows for the almost perfect falsification of faces and voices – has become a sharp weapon enabling criminals to easily manipulate people's psychology.”

According to law enforcement analysis, criminals constantly update themselves on political trends and social life to develop their strategies. With AI tools, in just a few minutes, they can build trust and lure victims into financial traps. The speed, difficulty in tracing, and anonymity of digital marketing tools have made this fight more intense than ever.

Recognizing the importance of state management of cybersecurity, from March 1, 2025, after taking over this function, the Cybersecurity and Crime Prevention Department of the Quang Ngai Provincial Police quickly shifted its mindset from "combating" to "preventing" with proactive and systematic strategies. The unit advised the Provincial Party Committee, the Provincial People's Committee, and the Provincial Police Directorate to establish a Cybersecurity Subcommittee, strengthen the Incident Response Team, and issue a comprehensive set of regulations, rules, and action plans.

This forms the "backbone" for creating a unified defense system across the province. Regularly reviewing and assessing the information security status of critical systems in Party and State agencies not only helps to detect vulnerabilities promptly but also prevents the risk of exploitation by hackers from an early stage.

With a people-centered approach, the Cybersecurity and Crime Prevention Department of the Quang Ngai Provincial Police not only focuses on operational activities but also promotes public awareness campaigns through all digital platforms. The unit continuously issues warnings the latest scam scenarios, provides guidance on protecting personal data, setting secure passwords, and the "four no's" rule when participating in online gambling: Don't trust strangers, don't provide personal information/OTP codes, don't transfer money to unfamiliar accounts, and don't access links from unknown sources.

In particular, the Cybersecurity and Crime Prevention Department, utilizing CNC technology, has implemented a centralized network security monitoring, prevention, and control solution. Instead of waiting for incidents to occur before taking action, the unit has established a mechanism for receiving, sharing, and providing early warnings. Upon detecting any signs of attack or potential threat in the area, the police force will immediately issue warnings and coordinate incident response teams to minimize damage.

KGM security protection

According to the leaders of the Cybercrime Prevention and Control Department of the Quang Ngai Provincial Police, the department has identified four key groups of fraudulent activities that are currently developing in the province. Among these, impersonation is the most common form. Perpetrators impersonate official agencies such as the police, tax authorities, and prosecutors to request personal information updates; impersonate electricity and water bill collectors; and impersonate educational or medical institutions to report family members in distress…

A typical example is the case of Ms. Vuong Thi Ng (born in 1967, residing in Quang Ngai province), who was scammed by individuals who created a fake Zalo account, impersonating investment brokers to gain her trust. After building trust, they sent fake account content via email, enticing Ms. Ng to invest capital. After receiving 635 million VND, they quickly transferred the money through multiple e-wallets and bank accounts. This serves as a warning to all citizens the lack of transparency in online investment schemes.

“Given the rapid development of artificial intelligence, we recognize that human resources are the key factor. Our unit regularly organizes intensive training courses and practical exercises for system administrators at various departments and agencies. Furthermore, officers and soldiers within the unit are also trained in the use of techniques for analyzing and verifying digital content, thereby exposing products manipulated with AI and Deepfake technology,” Colonel Nguyen Ngoc Thanh emphasized.

Major General Ho Song An, Director of the Quang Ngai Provincial Police, highly praised the achievements and results of the Cyber ​​Security and Crime Prevention Department using CNC technology in the past period: “This is a leading unit, playing a key role in maintaining local security in the digital age. The silent achievements of the officers not only contribute to protecting national security but also directly protect the legitimate rights and property of citizens and businesses. The unit has demonstrated strong political resolve, high professional skills, and a commendable ability to master technology.”

In the context of Quang Ngai's vigorous promotion of digital transformation, information system security is the backbone of development. The Provincial Party Committee and the Provincial Police Department's Board of Directors have instructed the Cybersecurity and Crime Prevention Department to continue investing in modern monitoring and early warning platforms, while also focusing on building a team of highly qualified personnel capable of meeting the most stringent cybersecurity requirements in the future. Combating online gambling crimes

Prior to and during the current FIFA World Cup 2026 season, the Cyber ​​Security and Crime Prevention Department of the Quang Ngai Provincial Police focused on deploying forces and proactively monitoring the situation online to combat and prevent online gambling in the form of football betting.

Typically, through intelligence gathering in the KGM (Knowledge, Communication, and Communication Technology) sector, the Cyber ​​Security and Crime Prevention Department used advanced technology to uncover a very large-scale online gambling ring operating in the form of football betting across many localities nationwide. The ring employed sophisticated methods and tactics, leading to the establishment of a special task force to concentrate resources and efforts on combating and dismantling it.

After gathering and consolidating documents and evidence, on May 30th, the Cyber ​​Security and Crime Prevention Department of the Quang Ngai Provincial Police, in coordination with the Cyber ​​Security and Crime Prevention Department of the Ministry of Public Security and the police forces of various units and localities, divided into several working groups to summon and interrogate the mastermind and ringleader Tran Ngoc Hoang (born in 1990, residing in Binh Hung Hoa ward, Ho Chi Minh City) along with 8 other related individuals.

Through questioning, the suspects initially confessed to all their criminal acts. Accordingly, Tran Ngoc Hoang used a Super-level (super agent) football betting account to log in to the website “agbong88.com”. From this account, Hoang used electronic devices and information technology to create, manage, and grant access to many subordinate accounts, forming a multi-tiered gambling system, including 9 Master accounts (general agents), 9 Agent accounts (intermediate agents), and 104 Member accounts (direct players). From the beginning of 2026 until the time of dismantling, the total amount of gambling transactions through the system operated by the suspects reached over 600 billion VND.
