Back News.Liga The European Union wants to tighten restrictions on Russian diplomats amid hybrid attacks
A recent wave of hybrid attacks in Europe has raised questions the possible involvement of Russian diplomats. European Union member states are discussing the introduction of stricter restrictions and additional checks. This was reported by Euronews citing unnamed sources familiar with the matter.
The movements and activities of Russian diplomats have come under close scrutiny amid a series of hybrid attacks facing the EU. Some of these provocations are directly linked to Moscow, which is heightening concerns collective security.
According to high-ranking diplomats, this issue could be the step in the development of the European Union’s sanctions regime. Among the options being considered are tightening restrictions and increasing scrutiny of Russian diplomats to counter state- hybrid warfare and sabotage.
Last month, Hungary expelled 10 Russian diplomats , accusing them of "unacceptable" behavior under the provisions of the 1961 Vienna Convention. Moscow responded with reciprocal measures.
The discussion is in its early stages and is a continuation of the mechanism the EU introduced last year as part of the 19th sanctions package.
According to the regulation, Russian diplomats accredited to EU countries are required to notify authorities of their intention to travel to or transit through a member state other than their country of residence no later than 24 hours before their scheduled entry.
This rule applies to diplomatic and consular representatives of all ranks, including ambassadors, administrative, technical, and support staff, as well as their family members.
Although this system has given European authorities greater ability to monitor the movements of Russian diplomats, it does not, in and of itself, restrict their right to travel.
Member states may introduce a stricter procedure requiring Russian diplomats to obtain transit authorization. If authorization is denied, the diplomat will not be able to make the trip in question. However, this procedure is voluntary. So far, only two countries have implemented it.
Russian diplomats often serve as cover for employees intelligence agencies that may engage in intelligence activities in the countries where they are stationed. That is why European countries are monitoring their movements more closely and are considering tightening controls on diplomatic personnel.
The introduction of the reporting system was based on the assumption that Russian diplomats are "often involved" in spreading pro-Russian narratives and manipulating public opinion. Now the focus is shifting to the possible direct or indirect role of diplomats in hybrid attacks.
"Russia's actions will not go unanswered. The EU and its member states will respond to these actions in a resolute and coordinated manner, using all available instruments and mechanisms," according to the draft conclusions for the EU leaders' summit to be held week.
During discussions on new measures in Brussels, it will be necessary to take into account the provisions of the Vienna Convention, which grants diplomatic representatives broad rights and guarantees for the performance of their daily duties.
German authorities have accused Russia of an attempted drone attack on a Ukrainian cargo plane at Leipzig Airport. The incident took place at the beginning August.
After that, Berlin announced that intensification measures against Russia, including the closure of the Russian Consulate General in Bonn.
