“Youth Facing Disinformation”: Launch of Monaco’s National Plan as Part of the Council of Europe’s “Journalists Matter” Campaign
As part of Monaco’s Presidency of the Committee of Ministers of the Council of Europe, the Prince’s Government presented the initiatives being implemented under the “ Youth Facing Disinformation ” programme on Thursday 8 October at the Agora of the Government Digital Office (DIN).
Moderated by Léa CALORI, Press Officer at the Department of Communication, the press conference opened with welcoming remarks from Claire FISSOIRE, Head of Operations at the Government Digital Office.
Florian BOTTO, Adviser at the Ministry of Foreign Affairs and Cooperation, then recalled the priorities of Monaco’s Presidency, including the protection of children and youth participation in decision-making.
Artemiza-Tatiana CHISCA, Head of Freedom of Expression Division and Secretary to the Council of Europe’s Steering Committee on Media and Information Society (CDMSI), presented the Organisation’s work to combat disinformation and protect journalists.
Serge ROBILLARD, Partnerships and Institutional Relations Officer at the Digital Platforms and Resources Department (DPRN) and Programme Manager for “ Youth Facing Disinformation ”, outlined the initiatives being carried out in the Principality, the Conference to be held in Strasbourg on 9 and 10 November 2026, and the follow-up activities planned through to the end of 2027.
He also presented the key elements of the Council of Europe’s “ Journalists Matter ” Campaign, of which the Conference to be held in Strasbourg on 9 and 10 November forms part. The event, which will be the final highlight of Monaco’s Presidency, will bring together around one hundred young people from across Europe, journalists, researchers, media literacy specialists, digital and social media stakeholders, and institutional representatives.
Intended for journalists and partners, the event was attended by members of the CDMSI Bureau, who were meeting in Monaco on the same day, as well as the three Monegasque students selected to take part in the Strasbourg event on 9 and 10 November.
The press conference also marked the launch of a fictional video series blending humour, absurdism and dystopia to explore the mechanisms of disinformation. Comprising four episodes, the series is being released weekly from 8 October on the national TV channel Monaco Info, the Prince’s Government’s social media channels, partners’ media platforms and the Extended Monaco YouTube channel .
The day continued with two round-table discussions entitled “ Disinformation: What Challenges, What Responses? ”, bringing together experts, teachers and investigative journalists to the different forms disinformation can take, its consequences and ways of addressing it.
The first, organised for secondary school students in partnership with the Department of Education, Youth and Sport (DENJS) and the Monaco Press Club, helped raise awareness of these issues among younger generations. Young people will shape the future of our societies, but are also among those most directly exposed to the mass circulation of misleading content, particularly on social media. The discussions highlighted the importance of developing their critical thinking skills, strengthening their ability to identify reliable information and equipping them to use media and digital tools in an informed and responsible way.
The second round table, open to the general public and organised in partnership with the Caroline Multimedia Library and the Syndicat des Journalistes Professionnels de Monaco (SJPM), broadened the discussion to society as a whole. By fostering dialogue between media professionals and members of the public, it contributed to the public debate on the challenges posed by disinformation, while highlighting the essential role of free, pluralistic and high-quality information in safeguarding our democratic values.
