The European Commission has awarded contracts worth up to €180 million to four cloud service providers as part of its initiative to enhance digital sovereignty within the EU. This tender, launched in October 2025, aims to ensure that EU institutions and agencies have access to sovereign cloud services. The awarded providers include Post Telecom in collaboration with CleverCloud and OVHcloud, as well as STACKIT and Scaleway. The contracts are designed to promote the use of European technologies and ensure compliance with EU laws. The Commission developed a Cloud Sovereignty Framework to assess the providers, requiring them to achieve at least a SEAL-2 level, indicating adherence to EU regulations without additional customer measures. Most awarded providers achieved SEAL-3, demonstrating resilience against supply chain disruptions from non-EU entities. This initiative is part of a broader strategy to mitigate reliance on non-EU cloud services and enhance data protection across the Union.
