The Reserve Bank of India (RBI) has proposed a standard operating procedure for banks to impose temporary debit holds on accounts suspected of being linked to money mule activities and cyber-enabled financial fraud. This initiative follows a Supreme Court order from August 2026, which mandated the RBI to create guidelines for such actions. Under the proposed guidelines, banks must immediately place a hold on transactions of ₹1,000 or more flagged by their transaction-monitoring systems. Customers will have 20 days to justify the legitimacy of the flagged transactions, and banks are required to inform them about the hold and the process for its removal. This measure aims to balance the need for fraud prevention while protecting innocent account holders from undue financial distress. The guidelines leverage advanced AI and ML tools for transaction monitoring.
