The State Special Communications Service highlighted that 80% of these successful attacks exploit the human factor, such as employees falling for phishing attempts. In response, Ukrainian state agencies are implementing the role of Chief Information Security Officer (CISO) to enhance cybersecurity management, with over 20 institutions already appointing CISOs. However, finding qualified candidates is challenging due to the ongoing war and evolving cybersecurity requirements. The introduction of CISOs aims to foster a culture of cybersecurity and risk management within government bodies. The State Special Communications Service is also focusing on training programs to address the shortage of cybersecurity specialists.
