The conference, chaired by Chinese State Councilor and Minister of Public Security Wang Xiaohong, attracted the participation of representatives from 46 founding countries, 34 observer countries and four international organizations, including the United Nations and the International Criminal Police Organization (INTERPOL).
Participants highly valued the significance of establishing the Alliance in safeguarding global public security, while expressing their confidence that the Alliance would help curb the global spread of telecommunications and Internet fraud.
Addressing the event, Luong said, as a responsible member of the international community, Viet Nam has actively contributed to promoting law enforcement cooperation in cyberspace in recent years.
In October 2025, Viet Nam successfully hosted the signing ceremony for the United Nations Convention against Cybercrime (Ha Noi Convention), which saw a record number of countries sign the Convention at the opening ceremony. The Convention provides the first comprehensive United Nations legal framework for global cooperation in preventing, investigating and prosecuting cybercrime.
To further promote the Alliance's role, he urged member countries to effectively utilize the mechanisms and make the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) and the United Nations Convention against Cybercrime to become models for upholding and implementing international law.
He called for a focus on conducting joint investigations into transnational criminal networks and online scam centres; strengthening joint capacity to combat online fraud; and expanding cooperation among Alliance members in training, experience sharing and the development of high-quality human resources for combating fraud-related crimes conducted via telecommunications networks and the Internet.
At the conference, a Joint Declaration on the establishment of the Alliance was issued, emphasizing the need to jointly respond and fight against telecommunications fraud, cybercrime and other related crimes./.
