Bharat Singh Chand, a sole trader from Carmarthenshire, has been fined £200,000 by the UK's Information Commissioner's Office (ICO) for sending 966,449 spam text messages promoting debt solutions and energy-saving grants. The messages were sent from 383 mobile numbers between December 3, 2023, and July 3, 2024, targeting individuals already in financial distress.
